As a Senior Manager for Government Affairs, Doug leads state legislative and regulatory advocacy, policymaker education, and policy analysis/monitoring efforts for clients regarding energy efficiency, building electrification, and renewable energy programs. Doug has over fifteen years of experience in government, strategic communications, and regulatory affairs, including positions in the Federal government, as a staff member on a congressional committee, and in the private sector supporting government clients.
Prior to joining AnnDyl, Doug worked at Dandelion Energy — a geothermal heat pump startup — where he engaged with state energy offices, regulators, legislators, utilities, and industry stakeholders on heat pump and energy efficiency rebate programs, federal and state tax credits, and energy code development at state- and national-levels. Doug has led regulatory outreach campaigns in numerous states, including delivering testimony and public comments before state legislators and public service commissions.
Prior to his work in renewable energy, Doug worked as a legislative liaison for the Department of Defense and the U.S. Air Force, and worked on the staff of the Intelligence Committee in the U.S. House of Representatives. Doug received a Master’s in Public Policy from the Harvard Kennedy School and a B.S. in Astronautical Engineering from the U.S. Air Force Academy.
